Yep thats definately a big ship. Loknar class meets the new Excalibur. (ok so theres a generation overlap here unless you take into account that the Loknar is an exhibit in the fleet museum)

The Federation desperately needed hulls after the Battle of Wolf 359, and even moreso after the Dominion War. It's entirely probable that they'd be reactivating post-TOS era mothballed warships designed for The Big One with the Klingons that never happened for internal patrol duty, freeing newer, more modern vessels to move outwards. And even an old ship, with refitted power plant, shields and modern phasers, is nothing at all to sneeze at.
To me, this looks like a Loknar in the refit dock being prepared for second-line service getting a buzz by a vastly-more-massive Excalibur-class vessel there to say hello.
